Symptoms

The engine tier instance is experiencing transport overload protection even when the CPU usage is around 5% or less. There is one data tier partition. If only one of the replicas is running, the overload protection is rare. With 2 running, it is more frequent.

Creating network traces showed delays for the TCP ACK (not SIP ACK) is up to 40ms.
