Using OJDL to modify the default class of service in a MQCPHB (Doc ID 1359768.1)

When we are trying to modify the default class of service in an MQCPHB we keep hitting the "cannot resolve to object" error. Here is the code we are using

EomObject defaultCosMqcPhb = null;
EomIdentifier defaultCosMqcPhbId = new EomIdentifier("PHBGroupMqc", "Default Class of Service", mqcPhbGroup.getPath() + "/PHBGroupMqc:\"Default Class of Service\"");

System.out.println("defaultCosMqcPhbId : " +defaultCosMqcPhbId.getName());
defaultCosMqcPhb = session.createEomObject(defaultCosMqcPhbId);
defaultCosMqcPhb.setAttribute("Action", "66");
defaultCosMqcPhb.setAttribute("Order", "6");

Here is the error we see
