Goal

Scenario:

* created a new resource (Ex: 2000001) and expect that the value start at 0 and incremented to infinity via discount.

* attached a CREDIT_PROFILE to 0 for this resource but when trying to rate an EDR using Batch Rating Pipeline, the below errors are always seen:
