Goal

Scenario :

  1. A given balance group has the resource Free Seconds (1000095), initialized to -100 to start with.
  2. Then a new balance impact is created, to increase the Free Seconds (1000095) value with 200 seconds and it has created a new balance bucket. See below for example :

Question :

Why the new balance impact does not merge with the existing sub_balance bucket.
