OSM Administrator Returns Error - Unable to connect, Please make sure both the server and port number are correct

Symptoms

OSM Administrator is unable to connect to OSM 6.3.1 environment on Windows 7 Enterprise(64-bit), get the following message:

"Unable to connect, Please make sure both the server and port number are correct."

On the same machine , we also have a OSM 7.0.3 environment and we are able to connect to it using OSM 7 Administrator client(build 7.0.3.675).
