"Add Tag Points" Action is not displayed in the Permits module (Doc ID 1372618.1)

Symptoms

"Add Tag Points" Action is not displayed in the Permits module, even though the following configuration has been done:

The FUNCTION 'ADD TAG POINTS' was added to the Responsibility record
The permit type is set up in the PERMIT TYPE Business Rule
The permit status is either Created, Active, Permitted, or Suspended.
The Permit Header has an Asset Id
