Create Release Program Finish With Error 20001 (Doc ID 1383510.1)

Symptoms

Dead lock error occurs in the Create release program when it is run along with the planning program.
The error noticed in the Create Release Program is running every 3 minutes.
Sometimes Create Release Program completes with error status with following error message.

"po.plsql.PO_RELGEN_PKG.CREATE_RELEASES.115 exception; SQL code: -20001"
