Unable To Re-Open Archived Cases

Information in this document applies to any platform.
The system does not allow user to un-archive (re-open) some archived cases. It is allowing un-archiving some cases but not all of them.
Steps to Repeat:
1. Open an archived case
2. Go to Activities tab
3. Observe that there is no option to un-archive the case
