Error While Unlocking Root User With "pin_unlock_service " (Doc ID 1386116.1)

Goal

The root account "root.0.0.0.1" is locked and when trying to unlock by using pin_unlock_service utility, there is an exception as shown below :
 
 

[brm@dev pin_unlock_service]$ pin_unlock_service
  Menu Options:
          1.Unlock Service
          2.Exit
          3.About pin_unlock_service
  1
  Select service type
          1.admin_client
          2.pcm_client
  1
  Enter the Login id >:
  root.0.0.0.1
  Please enter password >:
  Please confirm the password >:
          ### Exception in resetting lock status
          ##Aborting transaction due to exception
          ##pin_unlock_service error.Check the log for error

How to unlock such a user who was locked out due to too many failed login attempts?
