Agile Quick Search of Users Shows Error "Wildcard query resulted in too many results"

Symptoms
When attempting to search specific user by Quick Search, the following error occurs.
Error
Wildcard query resulted in too many results, please refine your criteria and try again
In server log, detailed error is:

Steps
The issue can be reproduced at will with the following steps:
1. Log into Web Client.
2. Type 001 to Quick Search against Users
3. Error occurred.
