Admin Customized Navbar Not Visible (Doc ID 1388423.1)

Symptoms

With Preference :     

System Information--> Allow   Users to   Customize   My   Desktop   Preference   set   to    Y.

Once user has customized his navbar and then if admin customizes the navbar then these changes are not visible to the user . i.e the user should be able to see both the admin and his/her own customised Navbars.
