CCB 2.3.1 "Timeout During Service Start" Message When Starting A Job (Doc ID 1400639.1)

During performance tests step, one job crashed with a "timeout" message. The treatment never started (no stdout/stderr logfiles created, no status changes in ci_batch_run and ci_batch_thd tables).
