ACC cannot connect to instance: java.rmi.ConnectException: Connection refused to host

Symptoms
The ACC client cannot connect to the Oracle ATG instance. The log contains this error:
java.rmi.ConnectException: Connection refused to host: 192.168.10.20; nested exception is:
java.net.ConnectException: Connection timed out: connect
at sun.rmi.transport.tcp.TCPEndpoint.newSocket(TCPEndpoint.java:567)
at sun.rmi.transport.tcp.TCPChannel.createConnection(TCPChannel.java:185)
at sun.rmi.transport.tcp.TCPChannel.newConnection(TCPChannel.java:171)
at sun.rmi.server.UnicastRef.invoke(UnicastRef.java:101)
at atg.ui.common.model.DynamoUpdateAgentImpl_Stub.isLicensedLocale(Unknown Source)
Users running ACC on other computers are able to connect.
Changes
Firewall or NAT (Network Address Translation) device was added between the ACC client and the Oracle ATG server.
