Unable To Purchase A Product After 7.4 Patch Set 13 Installation

After installing 7.4 PS 13, while purchasing a product at the account level ,even if the purchase level defined for that product is at the service level , the below error is occurring at the cm.pinlog
With the fm_subscription.so of previous release (7.4 MPS 1) it works fine.
