Sqlnet.ora Logging For Oracle Real-Time Scheduler (ORS ) On C Drive Creates Large File (Doc ID 1452211.1)

Goal

The sqlnet.ora file, which is defaulted to be located on the C drive is logging every transaction from the Scheduler. This causes the file to grow in several gigabytes every week. Is there a way to turn this logging off?
If not, what is this used for and why is it needed?
 
Additionally, is it possible to move the sqlnet.ora file off of the C Drive to another drive for logging?
