Problem With Work Orders In Progress (Doc ID 1458939.1)

Goal

The configuration variable "MAX_ORDERS_IN_PROGRESS" is set to 600 which sets the maximum WOs that can be handled by ASAP. The problem happens when one network element becomes unavailable and all 600 WOs are sent to this element. In that case, all other network elements WOs keep waiting for this 600 WOs to be completed. Until this specific NE become available again, no other WO gets processed. NEP is already configured to have several pools, one to each network element. But we're limited to the this variable that handles the entered queue.

Is there any way to avoid this problem?
