After upgrading Oracle Communications Network Charging and Control (OCNCC) to version 18.104.22.168.0 , the Charging Control Service's (CCS) EDR (Event Detail Record) DURATION & DURATION_CHARGED tags will report a value greater than 0 seconds for a Call Busy scenario (the called or B-party's line is busy and connect fails).

Upgrade to OCNCC 22.214.171.124.0 (Galaxy release).
