Steps to reproduce the error:

1. Create an account (opcode OP_CUST_CREATE_CUSTOMER)
2. Create a service or VIDEO (opcode OP_CUST_MODIFY_CUSTOMER)
3. Buy an offer for the created service (opcode PCM_OP_SUBSCRIPTION_PURCHASE_DEAL)
4. Generate an activity for service
     - load CDR to pipeline
     - start pin_rel application
5. After billing:
     -  Amount in bill_t: 42.35
     -  Balance group: 49.59

The amount of tax base (event_bal_impacts_t.quantity) is incorrect for /event/billing/cycle/tax. For tax event, the quantity = 34.5 (tax base), but it should be 39.59. This amount does not include some events.

After upgrading to PS13, pin_rel has a problem that generating two new events in tmp_unprocessed_events_t.

Note - In PS13 some pin_rel stored procedures have changed. We assume that this is a reason of error, because after downgrading pin_rel files and stored procedures to PS12 version, the error doesn't occur.
