Unable To Use ATP Functionality In A Newly Cloned Environment - Getting ORA-01422

PROBLEM
-------------
Newly cloned instance and cannot use ATP inquiry from the EBS Source side.

We are unable to use ATP Functionality in a newly cloned Sandbox VCP environment.
We recently closed Sandbox VCP environment from Rehearsal VCP environment.

Issues:
1) When accessing ATP Inquiry I get the error "dblink setup is wrong"

EBS > Order Management Super User > Scheduling > ATP Inquiry
Error: "dblink setup is wrong"

2) When I try to check the 'Availability' for an already scheduled SO, I get error:
"ORA-01422: exact fetch returns more than requested number of rows"

EBS > Order Organizer > Query SO 8200000802 > On SO Line, > Availability Button > Availability > ATP Details > get below error:

ORA-01422: exact fetch returns more than requested number of rows

FRM-40735: PRE-FORM trigger raised unhandled exception ORA-01422.


3) Enter a new SO, and try to schedule the SO Line, following error occurs:
"Scheduling Failed: ATP Processing error. Available Date: 01-NOV-12"


Note:
====
EBS Profile 'MRP:ATP Database Link' in EBS is set to EBSSB_TO_VCPSB

There are no rows in MRP_AP_APPS_INSTANCES_ALL

This is not a RAC environment.

DB Link Setup in Instances Form in ASCP:
EBS to VCP: EBSSB_TO_VCPSB
VCP to EBS: VCPSB_TO_EBSSB
