Unable to See Form After Creating it in OFSAAI 7.3.1

Oracle Financial Services Analytical Applications (OFSAA)
In Oracle Financial Services Analytical Applications (OFSAA) 7.3.1, after creating a new Form in Data Entry Forms and Queries > Forms Designer and Mapping a user to the form, the user is not able to see the form or enter data in the "Data Entry" screen. The following message appears on the screen:
There are no forms available for login user
User expect to be able to see the Form in the Data Entry Screen.
Steps to Reproduce:
- Create a new form
- Assign the Form to a user
- Go to Data Entry Screen
The following message appears: "There are no forms available for login user"
