Symptoms
Unable to assign OBS / Responsible Manager to EPS, WBS or Project etc. The assign button in OBS dialog box is greyed out.
User does not have a Superuser privilege but is assigned to parent OBS of OBS they want to assign. Expects to be able to assign child OBS object.
