LoadIfwConfig Removes Rows During Update Procedure (Doc ID 1476855.1)

Symptoms

While using LoadIfwConfig tool with update option -u, some rows in the DB, that have already been present in the DB before starting the procedure, are removed. The issue occurred when the same configuration of IFW_DSCMDL_VER with IFW_DSCMDL_CNF has been updated twice.

The first update loads data correctly, but during the second, one row from IFW_DSCMDL_CNF is deleted. That file contained two versions of one discount model (version 1 and 2) with one configuration each.
After the second update, discount model configuration for version 1 is deleted. It has been observed multiple times. Yet, LoadIfwConfig did not report any errors.
