What Needs to be Updated to get the start ETL button displayed after stopping the Initial ETL? (Doc ID 1477319.1)

We started the initial ETL and stopped when it was processing but everytime I subsequently opened the Initial ETL window, it said it was still running.

Any ideas on what else we need to update to get the start ETL button displayed? I do not see any sessions in the database that need to be killed.
