Symptoms
When Adding a new Search Project via the /atg/search/routing/LiveIndexingService or adding a Host to the Environment. The browser will return
atg.search.routing.LiveIndexingServiceAdminServlet$AdminError: Unable to add environment host
atg.search.routing.LiveIndexException: Error starting backup
atg.search.routing.RoutingIndexException: atg.search.routing.RoutingResourceException: Environment has no free hosts: {ENVIRONMENT_NAME}. Allocate more hosts or increase the maximum number of search engines for one of its hosts.
