Full Search (LIKE, SOUNDEX) Does Not Work As Expected

Symptoms
Recent upgrade from Oracle Life Sciences Argus Safety Version 4.2 to 7.0.1
Soundex searching in Case Open screen was working fine until recently, but now no longer works
E.g. if customer navigates via:
- Case Actions
- Open
- Enter a search For 'Case #'
- Enter a search value of 5000
- check the 'Full Search (Like, soundex)' box
- Click on Search
- For customer this returns message 'No case found'
However there are many such cases that actually do meet this search criteria in the database.
on tracing the user user session / SQL*Times and can see the below query is executing:
And when we execute this manually from SQL*Plus (as Argus Application Schema Owner) it works absolutely fine and returns expected cases.
Why is Argus front-end not handling this same query ?
Oracle Text is all enabled and all workflow is correct.
