Symptoms
Every month lot of accounts are not getting billed.
* Everyday various accounts are picked for billing as per their billing cycle but a lot of them fail
* according to you billing is run automatically via a cron job that runs daily
Workaround:
If you suspend the account ( inactive) and reactivate the account, then the account gets billed successfully
