Memory Based Planner 64-bit Fails with 'demand quantity of <123> on item <abc> org <xyz> is much larger than fixed order quantity'

Symptoms
MSONWA64 module: Memory Based Planner 64-bit AIX completes with Error but there is not error message in the corresponding log file.
This is happening in our production environment and the plan has been running successfully for us for years.
Since there are no error messages we do not have any idea what the issue is. We have no workaround and this shuts down our planning.
Turning on debug gives the following:
Negative Buffer Problem: ITEM/ORG=14683/1642; Qty=44563
demand quantity of 44563 on item 14683 org 1642 is much larger than fixed order quantity 1. MSC: Maximum number of planned orders per demand: 10000.
Total memory usage: 3599057
STEPS
---------
1. Run the ASCP Plan
2. Memory Based Planner fails
3. Check the log file, there is no error message
4. Set MRP: Debug = Yes at User Level and re-run the plan
5. The program fails again but this time the detailed error message appears in the log file
