Web Service Not Working After SP 14 FW And SP 9 CCB (Doc ID 1494697.1)

After having installed FW2.2.0 SP14 & CCB2.2.0 SP9 a set of CM webservices which are communicating with CCB stopped working.
We've compared them to other webservices which are working and noticed that it's SOAP Action parameter is set to an empty string.
This service was working properly before the SP so we would like to know what has changes that might cause this issue.
Where exactly is being validated the header SOAP Action of the XAI Inbound Service request?
