0 Records Loaded into ALMBI Fact Tables When Running ALM_BI_TRANSFORMATION (Doc ID 1501746.1)

Symptoms

For Oracle Financial Services Asset Liability Management Analytics (ALMBI), when you run the ALM_BI_TRANSFORMATION program, no data is moved from the ALM Result Detail tables into the ALMBI "FCT_" tables.  In FSI_MESSAGE_LOG, there are messages indicating it attempted to load data but zero rows were loaded:

Load Successful FCT_AGG_BASE_CCY_LR_GAP for RES_DTL_210743 Record Count 0

Process Completed Successfully

As a result, no rows exist in the FCT_ tables like FCT_AGG_BASE_CCY_CASHFLOWS and FCT_AGG_BASE_CCY_IRR_GAP and the ALMBI Dashboards have no results to display.  The ALM Results Transformation cannot be completed.
