Reference Web Service CaptureServiceConfigurationInputs Method Throwing "Could not instantiate serializer" Error (Doc ID 1507129.1)

Symptoms

Getting following error in $WLS_Domain/UIM/logs/*_uim.log when executing captureServiceConfigurationInputs method of UIM Reference Web Service:

2012-11-15 18:43:04,265 ERROR [] [ServiceWorker] [INV-400005] Service couldnt be created.
java.lang.IllegalArgumentException: Failed to convert from an object to XML: java.lang.RuntimeException: Could not instantiate serializer org.apache.xml.serialize.XMLSerializer: java.lang.ClassNotFoundException: org.apache.xml.serialize.XMLSerializer.
