Symptoms
The user has account hierarchy on BDOM=1. On 6/1, after the tax engine timing out, there were billing failures for certain subordinate accounts.
Some charges from the subordinate account were not included into 6/1 parent bill. On 7/1 after billing, those 6/1 unbilled items are still showing as "billing in progress", and 7/1 bill has incorrect subordinate_total.
