imsimta qm Command reports "the message file ... is not accessible" (Doc ID 1512208.1)

Symptoms

After doing imsimta qm dir to see the list of messages in the channel queue, the qm history command gives the following error:

qm.maint> dir <channel>

Changes

MTA queue files were being manually moved between channel queue directories to test a recovery procedure.
