imsimta qm Command reports "the message file ... is not accessible"

Symptoms
After doing imsimta qm dir to see the list of messages in the channel queue, the qm history command gives the following error:
qm.maint> dir <channel> Thu, 06 Dec 2012 18:26:27 +0000 (GMT) Data gathered from the queue directory tree Channel: tcp_replay Size Queued since -------------------------------------------------------------- 1 ZZi0~6Z_zGSYf.00 2 06 Dec 2012 00:25:04 -------------------------------------------------------------- Total size: 2 Grand total size: 2 qm.maint> history 1 %QM-W-FILENOTACC, the message file <server-root>/queue/<channel>/00/ZZi0~6Z_zGSYf.00 is not accessible; The message is probably being processed; the underlying operating system status codes are 0 and 0
Changes
MTA queue files were being manually moved between channel queue directories to test a recovery procedure.
