PIN_BEID_ROUND_NEAREST Mode Not Working

Symptoms
When Rounding set to 2 decimal places and Mode selected as 0, $0.775 has been rounded to $0.77 instead of $0.78.
The issue can be reproduced at will with the following steps:
1) A call is made for duration of 930 seconds (15.5 minutes).
2) The rate is $0.05 per minute.
3) The call is rated as 15.5 * $0.05 = $0.775 (PCM_OP_TCF_AAA_STOP_ACCOUNTING).
4) As per the PIN_BEID_ROUND_NEAREST rounding mode, the call should be charged as $0.78.
