Symptoms
GRC upgrade or installation of 8.6.4.300 fails with error 'Fetching of application configuration has failed.'.
grc.log shows:
2012-12-21 11:38:32,036 ERROR [el.Default (self-tuning)'] GrcInitializationService:628 Initialization was not completed. Terminating.
Steps:
Install new or upgrade to 8.6.4.300 and open the GRC URL on the web browser on the Configuration setup step.
Business Impact:
Due to this issue user cannot install 8.6.4.300.
