Which User Avoids the "User does not have permission to use the import tool" Error when Using the numberDataImport Tool

With the release of NCC (Network Charging and Control) 18.104.22.168 comes a new tool, /IN/service_packages/ACS/bin/numberDataImport, which gives customers the ability to create CSV datasets, import them into a Oracle Database table and look up said data via the new Table Lookup Control Plan Feature Node.

numberDataImport [-F|-D] -s -i
-F to force Full import mode
-D to force Delta import mode
-u specifies the username/password
-s specifies the dataset name
-a specifies the ACS Customer name
-i specifies the import file name
Check $ESERV_CONFIG_FILE for location of configuration file
Note that when no import mode is specified, mode is auto i.e.
Full mode is applied when the Mapping table in the DB is empty.
Delta mode is applied when the Mapping table in the DB is NOT empty.
When running the numberDataImport tool, it is unclear what user is required as an argument to the "-u" switch and results in the error:
