Goal

 Reassignment of assessor – appears to be retroactive. We have a scenario wherein the assessor completed 1Q and 2Q and  changed for 3Q12. Upon completing the reassignment for 3Q12, the new assessor appears as the assessor for all three quarters and the old assesor is no longer shown associated to the assessments. Assessments for 1Q and 2Q were completed and 'Closed.' The reassignment being retroactive poses a problem in that it presents as if the assessments were completed by the same person, who albeit in this case was not employed by the company at the time of the first two quarters.  Business impact, reports presented to regulatory and third-party auditors are incorrect. The expectation is that once an assessment is submitted/closed it should no longer allow changes to occur. '

The system needs to track which user actually completed the assessment.  This is different from the who column that tracks the created by and last updated We need to record the actual user that submitted the completed assessment so that is can be reported on as well as set during import of assessment transactions.Basically all worklist items when completed, need to record which user who completed the work.?
