Error In Submitting Charge Offer

Goal
There is an error during submitting basic charge offer (SEVERE: Invalid BalanceElement :USD)
The error description says that there is missing balance element (resource). Checked the following:
1) pdc database - there is balance element configured (otherwise couldn't be able to configure this charge offer)
2) pdc cross reference database - this balance element is missing
When exactly this balance element should appear in cross reference database? During synchronization? During submitting charge offer ?
