Error in Submitting Charge Offer

Goal
There is an error during submitting basic charge offer: SEVERE: Invalid BalanceElement :USD.
The error description says that there is missing balance element (resource).
Checked the following:
1) Pricing Design Center (PDC) database - there is balance element configured (otherwise, it couldn't be able to configure this charge offer).
2) PDC cross reference database - this balance element is missing.
When exactly this balance element should appear in cross reference database, during synchronization or during submitting Charge Offer?
