What Access Modes are required for a defined User Group who only puts Activities On Hold? (Doc ID 1532881.1)

Goal

MWM - Oracle Utilities Mobile Workforce Management

A dispatcher user is in a user group with the M1OH (On Hold) Access Mode for the M1-ACTIVITYBOAS Application Service, but when trying to put an activity on hold an error message appears saying that the "Change" access mode is required.

The "Change" access mode has many other permissions which are not desired for that user group so field-by-field security would have to be implemented. Is it possible to put an activity on hold just by having the M1OH Access Mode?
