MSCCRPAR Create APS Partitions ORA-14080 Partition Cannot be Split Along the Specified High Bound (Doc ID 1533685.1)

Goal

Users have never implemented ASCP and they had an instance which was upgraded from many earlier apps versions:

10.7 => 11.0.3 => 11.5.10.2 => 12.1.1 => 12.1.3

They now want to implement ASCP.  They cloned the instance to a new instance.  However, when they try to create the instance partition, MSCCRPAR module: Create APS Partitions errors with the following:

ORA-14080: partition cannot be split along the specified high bound

They reviewed the following notes but they did not fully resolve the problem:

In using the following sql, it was found that both instances have the same partition problem, it was not a result of the clone:

 
This revealed that we had some tables with instance partitions and some with plan partitions but not all required tables had the proper instance and plan partitions created.  Dropping all the

instance and plan partitions using the Drop Partitions concurrent request helped remove most of the problem partitions but not all and users still could not create proper instance nor plan partitions
