When attempting to import seeded content for French language EBS R12 as either Model, control or template job fails
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install 8.6.4.5259 as fresh and have English and French as checked on Config page.
2. Define Datasource and run Access ETL.
3. Performed below steps using Language as English as well as French under preferences for user,
a. Login to Application and try to import '3338 - EBS R12 - 195 Controls_fr.xml' file as either Model, Control or Template.
b. Job gets submitted but it fails and it does not get imported.

Due to this issue, users cannot use seeded content for french language.
