Attachments From The Local Events Are Disappearing When Routing To Central

Information in this document applies to any platform.
The attachments from the local events are disappearing when routing to central. Attachments appear in central Argus Safety cases but not in local events.
Steps to Repeat:
1. Log into Argus Local Affiliate module
2. Create a local with an attachment
3. Route it to Central
4. Log into Argus Safety
5. Go to Local Affiliate|Incoming Review screen
6. Find the local event that was routed to central in step 3 and accept it
7. Open the accepted case and go to additional info tab
8. Save the case and close it from the screen
9. Log into Argus Local Affiliate module
10. Open the local event that was created in step 2
11. Go to Local Info tab
12. Observe that it shows the attachment rows but does not show the actual attachments
