Receive Error In FWPIP Due To Missing Framework Char Type F1-TODO (Doc ID 1540624.1)

Goal

A completion message going from FWPIP to CC&B is failing because we are missing a Framework Char Type configured on Base Algorithm C1-CR-TODO.  I have attached the error message from FWPIP along with a screen shot from another CCB environment (another client site) that clearly shows the missing Char Type F1-TODO is owned by Framework.

Can you tell me what Patch would have installed this Char Type as we clearly are missing something.
