Goal

In a given scheduler configuration, Site Matching is required for acceptable routing and optimization.  Site Matching will force orders with the same service address to typically be scheduled together (i.e. on the same Shift and Crew).   This is only possible with activities that include matching Site IDs.  These IDs are generated by the scheduler as a concatenated string of the primary address fileds for an Activty and are only generated when a Site Delay is included with the activity.  Site Delay is not always desired in an implementation and may introduce unwanted scheduling results.  How can Site IDs be created without incorporating a Site Delay?
