Goal

Question 1: Is it possible to prevent people from having the ability to manually "stop" the scheduler.
 
Question 2: Is there an easy way to detect if the Scheduler is not running?
 
Question 3: Is there a way to send a message to restart the Scheduler (with the intention that this is done as a timed event that would have no impact on the Scheduler if it was already running).
