'XML ServiceRequest failed. (-2147023170)' Error When Attempted To Login

Symptoms

Immediately after Argus Safety installation is completed, when trying to login by 'admin' user account by clicking 'Login' button on Argus Safety login screen,
the following error is displayed on a pop-up window and user cannot login to the application.
There is no other user account than 'admin' because it is immediately after installation is completed.
