3/29/2016 UPDATE - Issue has also been found in 12.2.5

Users are on 12.1.3 and have applied patch 10389190.  When attempting to launch ASCP plan, memory based planner is failing with error

1.Responsibility : Advanced supply chain planner
2. Navigation : Supply chain planning > Launch
3. Memory based planner fails

The issue has the following business impact:
