MS 7u4 Sieve Filter Is Not Working For Bcc Recipient (Doc ID 1566880.1)

Goal

Messaging Server 7u4-27.01(7.0.4.27.0) 64bit (built Aug 30 2012)

Configured this sieve filter:

It appears to work correctly with one message in which the header contains the recipent's email address in the "To:" but, not the other where the recipient is Bcc'd, why?

Working message:

Subject: Re: Mail Tools Open Tickets
From: John Smith
Date: Thu, 27 Jun 2013 12:20:00 -0700
Cc: userA
To: username@abc.com


Non Working message:

From: John Smith
Date: Thu, 27 Jun 2013 12:04:43 -0700
Subject: test
To: userA

[username@abc.com was Bcc'd in this message but, does not show up in the mail headers]
