Discounts Status Doesn't Change To Active When Service Status Changes To Active

For migrated accounts with services, purchased products and purchased discounts, when service status changed to Active the discount status doesn't change to Active.
Opcode PCM_OP_CUST_UPDATE_SERVICES invoked with the following flist:
the service status changed from 10102 to 10100, purchased products status changes from 2 to 1, but purchased discounts status doesn't change, it remain in 2. There's no error in cm.pinlog.
What is the possible reason for this issue?
