Symptoms
ISS 1u4-17.9502(1.0.4.17.0) (built 20130508)
Thousands of user accounts on ISS are set to State X and, due to this, they are not available for searching, and real-time indexing events is disabled. These user accounts are then reverted back to the slower server-side IMAP search.
