Migration Should Mark But Not Fail For Legacy Events With 'by Now' Gone Attendees

Symptoms
Migration Scenario
On Calendar Server 6.3:
- User A creates an event with an attachment and invites user B
- User B is removed from LDAP
- The Organizer's calendar is migrated to Calendar Server 7
The event fails the migration as user B is no longer in LDAP
This means the Organizer does not have the event in his/her calendar.
NOTE: Only events with attachments are affected by this issue.
